Muscatine was identified as a District In Need of Assistance (DINA) based on achievement scores on the Iowa Assessments. When a school district does not make Adequate Yearly Progress (AYP) in any student group for consecutive years, it has to take corrective action. In the fall of 2012 the Muscatine Schools began that process.
